The starting point for the person affected by headache is to seek medical care. To bring this about requires educational programmes aimed at the general public, generating awareness that those to whom headache is troublesome should seek care.
Supporting this action is the introduction of screening initiatives amongst those overly reliant upon self-treatment. With suitable instruments, screening could for example be undertaken by community pharmacists. They will themselves need to be appropriately educated.
For both groups, education must be informed by knowledge of the local burden and related health-care needs of the population.
