Better management is supported by a validated, universally-accepted outcome measure, suitable for use in primary care everywhere. This is needed in interventional projects (Campaign phase 3).

Lifting The Burden is developing the HURT Index. Its focus is on demonstrating that health care has achieved best possible rather than merely good effect in an individual patient, and to guide the health-care provider when it has not.

The process was begun at a Technical consensus meeting on headache treatment outcomes held at WHO's headquarters in Geneva in 2006. Validation studies are ongoing.
